Drum and Bass Beat Software VST plugin?

I'm a saxophonist looking to create some drum and bass smooth jazz r&b beats. I have Sonar 4.0 and I'm looking for a plugin that will allow me to
create some quick funky beats for my songs, then the plugin will add the midi hits in the timeline for me. The plugin should allow me to change tempo on the fly also. Any ideas?

I tried to find some sampled bass licks, but the problem is they are only
a certain tempo and if I drop thme into the timeline, I'm stuck with that tempo.

Maybe look into Spectrasonic Stylus RMX and Trilogy for percussion and bass samples respectively?

Things you want to look into are REX files and beat slicing.

Sonar doesn't directly support the use of REX files, but check out this link below. It will get you what you want.
