Default basic question for treating a basic room

hi., im new to the treating of a room. the room i am recording in is a bedroom (carpet floor). it a project studio so everything is recorded and mixed in this single room. i tuned my speakers with a room analizer and grahp eq, but i still need the tone from a decent sounding room going to hard disk. i have top notch gear but the room is a dissaster. where are key points in the room that i should use bass traps, foam, curtains etc. i will be moving so i dont want to spend too much money at the moment(200 or a little more if i get froggy). but i would like something that i can take and build up in the futer. are there any books/cd that you would recomend that would be easy enough for a newbe but has plenty of info. ive heard of cds that use different frequencies to help you treat the room. thanks in advance and this site rocks!

The general strategy for treating rooms an a budget is the use of fabric wrapped panels of rigid fiberglass or mineral wool like Owens Corning 703. The 2' x 4' panels are placed across all the corners of the room to tsme the room's natualr modes of vibration in the bass range which make the room's response drastically uneven. Also, panels are placed at the points where sound will take its first bounce off of a wall and come back to a microphone or an ear. Furthermore, the panels can be used in alternating fashion in parallel walls to reduce flutter echo. That's the very basics of it. Ask away if you have more questions.

    Left/right symmetry is important.
Front corners may also help reduce SBIR.
More absorbtion gives you more absorbtion. (I know, it looks like there's no point in writing that sentence), so four corners are more, and eight corners are even more.

do i place them on both walls where the corners meet(make a 90 degree angle?
Any 90 degree point is useable for what I call 'corner' absorbtion.
Wall Wall corner, Wall Ceiling corner, Wall Floor corner.

how far up and down the wall/corners do i go with it?
As far as you like. Prefab absorbers get placed as many as will fit. DIY absorbers are frequently done the entire available length (e.g. floor to ceiling).

for the apperence of the 703, do i wrap it in cotton fabric?
    Preferably some fabric that
    a) you can blow through (mostly acoustically transparent)
    b) fire resistant (will not support flame)

There's a picture of a red DIY corner absorber here:
