The freq. range can be used to refer to any instrument(s), or whatever for that matter.
But the freq. response is usally refering to a speakers ability to recreate a wave form.

Frequency Range is simply a continuous range of freqeuncies. it doesn't have to refer to the limits of anything. i.e 200Hz -> 300Hz
Frequency Response describes how something responds at different freqeuencies. Usually by a graph of Level v. Freq

Example what does this mean if the speakers specs say this?
Frequency Range: 70 Hz - 20 kHz (-10dB)
Frequency Response (+/- 3db) 120 Hz to 20Khz
