Reducing preamp noise from soundcards

OK I have a M-audio Delta 1010lt pci soundcard {8x8 unbalanced analog Ins/Outs,2 mic preamps or line inputs},ART Tube Mp project series/48v phantom power as my mic preamp,AKG perception 220 Condenser Mic.My question is, How do I set this up with least amount of hum noise, or any type of noise that will come from the mic input on my delta soundcard,which has a built in preamp,and the artube prea

ASIO - Audio Stream Input/Output

Audio Stream Input/Output is a cross-platform, multi-channel protocol for audio transfer that was developed by Steinberg and is now being adapted by many manufactures of audio/MIDI sequencing applications. It allows various programs to communicate with different sound cards and to recognize all of the inputs and outputs available on the sound card.

Input/Output levels for preamps

Excuse my ignorance, but I own 2 mic preamp-amps, an ART Tube MP and a Studio Projects VTB-1 and on both units there are levels for input and output.
usually when recording I set both input and output
at 12:00 o'clock. Is this a good idea, or are there some hard, fast rules for these settings?
