prior to owning my mac I used to use acid to mess around with audio recording. I know that acid had the ability to stretch out a loop and adjust the audio properties to match the bpm of the project I was working on. Does PT have a feature like this? I am wanting to slow down a loop I have and was wondering if I could do it in PT or not.

As far as i know, having used PT 6.something, there isn't such a feature. I do know that the latest version of Cubase SX (version 3) does indeed have the ability to do this and it is very versatile.

pro tools can resize any audio clip with timestretch.... since version 6.something

if you want to be able to freely stretch and pitch loops the easiest way is to use ableton live...... a free (limited) version comes with most protools systems today.....
