mostly people use software that records to .wav file ... recently most will probably be on 24bit

then edit and mix things to a 44.1k / 16bit .wav file
which is CD audio ready

from there, a simple conversion to .mp3

do a search without the mp3 and just look for recording software

I use Protools .. both LE and HD
I have Virus .. both hardware and software
and I have taken to using Reason for the synth suite

Assuming you are using PC, I have used Acid Music Studio with great results. AMS6 supports VST and VSTi(instrument) plugins. Many of which you can find legally for free on the web. If you have a decent low latency sound card this should do fine for basic to intermediate recordings. There is also a built in mp3 encoder. You can creat a cd montage and burn your project from within Acid.

I've seen Acid sell for as low as $70.00cdn locally. If you're just starting out this is a great way to go. If you wan't something a little more like a pro software you can start with Cubase SE which sells for about $100-150 depending on where you go. A great program with few limitations that the average home recordist would miss.
