Try this: iZotope Vinyl It's a free plugin. You can dial in as much crackle and hiss as you want.

iZotope Vinyl is a free DirectX audio plug-in for use in products such as Cakewalk Pro Audio/Sonar, Sound Forge, Acid, Vegas, Fruity Loops, Cubase, Wavelab, Cool Edit Pro, and other DirectX compatible applications.

The ultimate lo-fi weapon, it uses 64 bit processing and advanced filtering, modeling and resampling to create authentic "vinyl" simulation, as if the audio was a record being played on a record player.
