ok i took some samples from aero smith's dream on and i lined everything up the way i wanted it in fruity loops but when i export it and save it to mp3 and import it to sonar the quailty of the samples change drasticly they sound cheap and shity but in fruity loops it sounds good

Look at your mp3 conversion settings. Sounds like your bitrate is low. I haven't used fruity loops in a looong time, but i'm sure there's a way to set bitrate. Set it to at absolute minimum 128 kbps and things should sound better.
