Any opinions on what are best vocal effects devices? By "best", I am thinking of those that allow for the most flexibility and options in working with and improving the quality, sound, and timbre of the human voice. Thank you.

That's easy. Eventide. The most creative and flexable effects and DSP tools processor being made. They also are the only processors that allow you to create your own custom algorithms. Just about any effects chain you can possible think of can be created. They also work great on other instruments as well voice. http://www.eventide.com

Or the Sound Toys (formerly Wave Mechanics) Pitch and Time Blenders. These guys are former Eventide engineers.
I think these plugins are the more modern version of the older Eventide processors. They sound amazing, are more flexible and a lot easier to program (IMO).
