Hello...
Most of the computer interfaces that I've seen that have XLR or neutrik inputs go through an internal preamp. If I have a mic connected to a good external preamp, would the interface's lower-quality preamp cause any problems, or is there a better way to connect? I'm looking at a usb interface as it's for a laptop.
I was thinking that the external preamp could connect to a 1/4" insert, thus bypassing the internal preamp. Would that be better or does it really even matter?

Yes it would be better to bypass another inferior Mic Pre by goi
Yes it would be better to bypass another inferior Mic Pre by going into a .25" input, preferably a balanced one.
