Can you draw in volume changes directly on regions in the arrange window in 4.8? If so, can it be done on both MIDI and audio tracks, and how do you do it?

you can either draw directly on the Region or on a MIDI sequence
you can either draw directly on the Region or on a MIDI sequence created on a new track with the same instrument.
I find the second option more useful:
create a new Track (same Instrument) create a new Sequence with the Pencil-Tool and select the Sequence. Now go into the Menue and select the Hyperdraw-mode you want to apply (i.e. Pan, Volume) - voila
