I first thought i would be able to build my own DAW but I think it would be a little over my head at this moment, so I am thinking about buying a custom built DAW and I am wondering which company makes the best DAW for the money. I have looked at sweetwater's site, ADK's site and endpcnoise site. Some recomendations would be greatly appreciated.
By the way I am looking for a system that will run Cubase up to 48 tracks with vst plugins.

48 tracks at 44.1/48k with plugins is no problem for a core 2 system, and certainly an easy task for a dual core 2. I've run well over 100 tracks at 44.1k with a load of UAD-1 plugins on my core 2, and on an AMD X2 as well.
I can't tell you which DAW builder is best, but ADK seems to know their stuff and the guys are very helpful. Go for a core 2 based system with SATA drives that fits your budget.
