Hi recently I aquired Native Komplete 4 and Reason 3 (maybe reason 4, find out 2morro hopefully) and have relatvely no experience in make songs using virtual instrumentsother then some relatively simple songs in garage band. Anyway I have no idea on which program is better. Or which is better for me. I want to make techno and hip hop mostly. Also which would be better for recording a band? Should i stick with garage band when recording a band?

Let me give you the benefit of the doubt.
Neither of these is suited to record a band. Reason and NK4 are more like a rack of instruments and effects rather than the audio sequencer required to record a band. I am not sure how many simultaneous inputs Garageband has. I believe it is 6 or so, which is limited for a band recording, but could do on a few occasions.
Since you mention Garageband, you are probably on a Mac. I'd look into Logic Pro or Express. Express has 12 simultaneous inputs. The new Pro version isn't even that expensive anymore: unlimited inputs! It will also work with Reason through ReWire, very powerful, don't know about NK4 but it probably will. I don't know if Garage band works with Reason.
If I look at the features of NK4 and Reason, I think Reason will suit your style best, even if it is 3. NK4 would be a nice extra, but it seems like it doesn't feature the much needed sampler.

No offense funk but for someone who seemed to "acquire" these two rather high profile and expensive pieces of software, you dont seem to have a clue as to what either one does. Sort of smells bad. How do you not realize the fact that Komplete doesnt even have a sequencer after shelling out over a grand on it alone? I'm all about DAWS and VSTs so I'd be glad to help, but honestly, I'm wondering if your acquisition was legit.

Problem is that the NI stuff will require a registration to operate for longer than the demo period (usually 15 to 30 days) at which time the software will no longer function. You'll have to check with Native Instruments to see if you can get a license transfer but I doubt it. I've never owned Reason but I'm sure it's similiar. Let me enlighten you now by saying this. Software is licensed to the original purchaser usually and making copies or using someone else's copy is as illegal as stealing a synth off of the store shelf. Furthermore, this is a forum of pros. Everyone here pays for thier tools of the trade and most of us get really offended when it's obvious that someone is using pirated or illegal software.
So you might want to get your story straight or actually buy your software, register it, and then ask all the questions you want. I still leave in your favor, the idea that perhaps you didnt know this or that maybe this is brand new unopened software that was given to you that has therefore never been registered. If this is not the case, you wont find help here.

That is all well and good if you can get a legit "Licence Transfer" from "Native Instruments" for the "Komplete 4" and the same from Propellerheads" for "Reason". If they will do this for you, you are set and you'll have one hell of a great set of tools to get you started. You should be able to contact them at thier website to get started. Let us know how that goes.
