In synth terms, "Sync" applied to LFO usually refers to the parameter on your synth called "Phase Init". I thought you were asking for a way to trigger the start of a LFO cycle.
The CS1x manual doesn't seem to say what the numeric values relate to (or even if they relate to anything at all). Some synths do measure LFO speed in terms of cycles per second (Hz). If that is what the CS1x is referring to, then a value of 00 would be no modulation at all and 01 would be one cycle per second. That is a huge increment for a LFO, as it would denote an increase in tempo from 0 BPM to 60 BPM. I assume they picked some arbitrary increment that has nothing to do with anything else and would therefore be completely impossible to calculate accurately for BPM.
All I can suggest is to move the Assign/Data knob until it sounds right, and instead of long sustains, retrigger the note more often to get it back in sync (Make sure Phase Init parameter is set to "Retr").
