Ok, what exactly is a club or venue licensable by ASCAP? I written songs. If I performed those songs in the Sports Bar at Arco Arena in Sacramento, would I qualify for a membership to ASCAP as a writer?

Whether or not you play the songs, you qualify to be a member in ascap or one of the other rights organizations, when you PUBLISH something.

The people who PAY ascap are the venues and media organizations that PERFORM/PLAY the music that you write. Then, they do some byzantine math, and pay you some share.

A venue is "licensable by ASCAP" when music is publicly performed/played.
