Permission to use protected material...

If I may, I'd like to ask a question regarding previously recorded/owned material. Can someone please tell me the process involved in getting the rights to use a song recorded and released by someone else in a video project (specifically an direct to DVD series). The intent is to have a short portion of the song included as bedding. I want to use a Patti Labelle song, but I'm not sure how to get the rights.
