That's kind of a loaded or incomplete question. Are you looping the phase in a sequence or are you wanting a delay to be added to an ending of a phase in a sequence? You can loop the phrase or use a delay and set the delay to repeat X amount of times in many ways.

You can also clone the vocal into a new track / cut it down to just the parts you want to echo the lead vocal track / slide the cloned track the appropriate number of milliseconds to the right to get the correct delay time.
You may want to also consider syncing the delay time to the bpm. In addition to actual time, most delay or echo plugins have the capability to set the delay time to bar increments. This is one reason why I try to record to a click track when possible.
