It's done all of the time. Most times it's done during the mix stage but doesn't have to be. I get tapes in a lot that has notes asking for it to be sped up by X amount. sometimes it just gives it a little something if the track drags a little.

I'm guessing that means you're also mixing on tape, or mixing down to tape before mastering?

sometimes you can do ITB speed up but check to make sure it sounds ok before you commit.
