Dunno if you'll find any "good" orchestral modules for 3 bills. Something like the [[url=http://[/URL]="http://www.audiomid…"]Emu Virtuoso[/]="http://www.audiomid…"]Emu Virtuoso[/] will run you around $1k.
If you have a sound card that supports sound fonts, you could always search the 'net for orchestral sounds. Some will even be free. However, don't expect fantastic sound quality at that price. The best string libraries (for Gigastudio) are in the $1000 - $2000 range and come on some 16 CD. To add brass, woodwinds and percussion, expect to spend another $1500 - $2000. Then you'll need a computer ($2000) to run Giga ($700).
Of course, this is for the very BEST libraries available. If you can work with something simply for an idea's sake, most GM Modules will do just fine.
