Try to get your hands on a pre amp that uses a tube. I have a Mindprint and they are cheap now adays (used), but there are several to choose from under $350 and even as little as $100 to $200 .
Or the Joe Meek Q3 (half space is nice) its not tube but, I like the sound it does, for the money.
The ART stuff is O.K.
...some of it better than others,... what I mean is not everything by ART is killer.
But try a couple out and see for yourself before you buy!

The SM58 IS a dynamic mic, so -- have you tried just plugging it directly into your sound card's "mic input"? Your sound card's built-in mic pre may not be so good, but..? May need an adaptor or a pre-made mic cable(Hossa), but you can get tham pretty cheap at most any music store. You might at least try that first, before spending money on another mic pre.

If a mic pre you need, get an ART or Behringer, or ???, for 49.95(Or less!). If you like it alot, fine! If not, it'll "work" OK and you can save up for something better and still get some recording experience while you're waiting for "the good stuff"...

"Clear vocals"? -- With an SM58 and a cheap(Or no external) mic pre and - I assume - a "cheap" or built-in soundcard? Well, yes, no reason they shouldn't be "clear". GREAT!?!? That decision will, for ever, no matter how much you spend, be up to you...

We are ALL still waiting for "the good stuff"...

ITGA - Long as he has the lesser soundcard, he'll probably need the 1/8" adapter/cable and without a pretty good sound card no external preamp will help much anyway- the pre in the sound card pretty much matches the quality of the cards output now(Been there, done that - with a $500 tube pre and a $30 SB - the "good" one - HA!). Adding my Lynx is what made it a-l-l better... It's easier to spend money after you've tried going the long way. Let him try it - cheap, worthwhile experience.

'Cause everybody sell Hossa, their stuff is good - last thing you need to do right now is spend big money on cables...
