what are .030 files?
They are definitely audio files.
(i'm on windows, i think they were created on a mac)
Could they be SDII regions?

Windows may show them as audio files but it may be that windows
Windows may show them as audio files but it may be that windows itself has no idea what to do with it and gives it an icon like it's a windows media file or an audio file of some nature in accordance to a program icon.
I've seen that before...some odd file extension and windows thinks it's a file associated with Winamp!
I highly doubt it's a SDII file...

The only .030 files I know of are the ones I use to cut guitar nuts with.

otherwise it just maybe scrap files created when some program was working with some audio and the program was accidently shut down leaving the scrap files around.
