Each speaker plays static. Even when no audio input cables are plugged in. I'm a noob with audio settings with my new KRK Rokit 5 G2's and i don't want to turn a bunch of knobs I know very little about.
I live in a large apartment building. Is it possible that the power to my apartment is not very powerful and causes this or is it possible to adjust settings on the back of the studio monitors to reduce the static. Please do not say to turn down the volume. I want to use my monitors to their full potential.
Also, if you could help me with connection. I have a Dual RCA to Dual RCA and a Dual RCA to Dual 1/4" cable. Would it be best to use the Dual RCA to Dual 1/4" cable or not?

Change your USB cable to a different one. Alternately, run your laptop on battery power and see if the crackle goes away. This is unlikely to be speaker related. It most likely has to do with Tascam's wonderful quality control on their prosumer line.
