Maybe a pair of Specks...

Any reason you're looking for tubes?

Good question.
Im under the assumestion that tubes add warmth,or,are only used for gain stage on a eq?
What exactly, makes a "good eq" a good class A eq?
Should I possible be looking into a solid state?

Ah yeah. That's one of those fancy EQs that turns all the frequencies up or down.

You might be able to build a stereo Pultec-type EQ for about that much $$. But you will have to do it yourself. And it would not have much in the way of precision. For shelving mainly.
Follow the Behr*nger/Presinus/fART creed: Tubes are the only true pathway to the "warmth"......
