What volume or level should my mixes be at, before I send them to be mastered? Should the mix reach a certain level or should the mastering engineer worry about compensating for the low or even high level.

It is good to get your highest peak somewhere in the -6 to 0 DBFS range. This ensures you are using all the available bits, at least once :)

Concerning average RMS levels my mixes usually end up somewhere between -14 and -18dBDBFS

It's the mastering engineer's job to get the CD at commercial levels
