I haven't heard of one exactly, but I have a Boss ME-50 effects board for my guitar and it has an option to raise or lower the notes by 1 octave, so you can bring it up or down. I'm sure there's something out there.

Most software audio programs allow for what you're asking but you don't get something for nothing. There are frequently audible artifacts from trying what you're describing.

The Beatles did this extensively in analog, back in the 1960s! They would write songs where they could not sing the high notes, so the engineer would use a variable speed control on the multitrack recorder (yes just 4 tracks and sometimes 8) and slow down the master tape so that they could sing the high notes. For the most part, nobody noticed the difference until the top 40 stations that had a format and used to advertise " MUCH MORE MUSIC". These particular stations actually were able to play " much more songs" per hour than their competitors. How did they do that? They did this by speeding up everything about 1 whole note. That way, they were able to play more songs for hour. This worked fine until they played anything by the Beatles! Whereas they all started sounding like Alvin and the chipmunks! I don't think any stations do that anymore? I hope not.

Now in your software, without any of this plug-in or DX, VST crap of trying to change the speed without changing the pitch or changing the pitch without changing the speed, SCREW THAT! Tell your software to play back a little slower and then take your talent (Singer) and just punch in the high notes, (now lower in pitch and more attainable). When you go back to the beginning of the song, playback at normal speed when you mix. Problem solved! No plug-ins or special software required. Hard to believe you can do something without any special plug-ins or other crap!

"Waves" has one in one of their bundles. It's got a name like 'power shifter' or something goofy like that. I have heard it and been convinced it added a minimum of junk to the signal. It can also tune to the cent, as well as semitones up and down.

A great use for it is to create doubled parts where one is sung a semi below, and one is sung a semi above, and the end result is it doesn't sound as funny as just singing it three times, but I guess that's for another day.

Anyway, Waves.com would have it. I'm not experienced enough to be able to tell where they are in the quality continuum, but they certainly have lots of toys and tricks to play with in their bundles.

Another way to go would be Ableton Live

If you shift your voice it wont sound natural. You could shift the music down instead.
