Suppose I was using a Delta 1010 with Cubase to do my recording. What I want to do is send tracks to an outboard effects rack. Can this be accomplished with just the 1010 and Cubase or do I need a mixer for this?

yes, you can turn on a send for the channels you want to send to
yes, you can turn on a send for the channels you want to send to the outboard rack, and set it to any available outs you have on your 1010, patch it back into an available in.....then open up a new track and monitor.... you'll get a little delay but depending on your latency it probably won't be too big of an issue.
