I own a tascam us122 and it costs about $200, and the one your referring to is like 2 steps up, and let me tell you, i absolutely love it, it's a great piece of equipment and a steal, so if that one the tascam 428 is even better, I may get one someday!
I used to use a US-428 a few years ago as a control surface, and it works fine. I moved on fairly quickly however to something with motorized faders. The 428 works great for what it is, and was completely 100% reliable when I had it. The jog wheel and transport work great!
I used to have a mackie control for digital performer and it works just fine and had moving faders... A thousand bucks is kinda steep, am waiting for the price to drop around the 500 mark to get another one...

I own a US 428 and it is a great piece of gear. I have had it for almost 4 years without a single problem and still does an awesome job.
The one piece of information you need to know is that the mic preamps do not have phantom power unlike the US 122.
