i would like something like this just go get my ideas down on my lap top. so i dont have to mic up the amps and do it all that way.
i know someone who uses garage band for the same thing. and bc it has all the amp sims on there and such it dosnt sound bad. is there something as simple as this for pc?

there is no windows equv. there is no comparison to garage band
there is no windows equv.
there is no comparison to garage band because of its extremely simple instrument setup (MIDI and real line-in-puts)
i very much suggest getting a mac if your heavy into MIDI/techno/etc
if not get the trial to Audition...[http://www.adobe.com and see how that suits you]

Not "equivalent", but I've always imagined Tracktion being a good 'step up' for Garageband users.
It adds more power, but doesn't add more clutter or esotericity. (if that wasn't a word before, it is now!) Cross-platform, and license includes installation on 2 computers, so you can put it on your desktop and your laptop, or your PC and your Mac.
T2 comes bundled with a bunch of stuff including an Amp sim (Amplitube LE) and all-purpose instrument ROM (Sampletank2 SE), a very capable drum machine (Linplug's RMIV), and a whole bunch of other goodies.
BUT, I don't even use the retail box version (ie. I don't have all those plugs) and I'm well-chuffed and quite satisfied as a T2 user.
