I am looking to do a similar voice effect to the one in NIN's "Starf*ckers", the one he uses over the beginning of the verses... although I am not sure how it is created. any input is appreciated...

This effect is done from a mixing board pedaled into a multi-faze delay. It is actually an octive discriminator that pans down the top note to the bottom 12th. Added to this is the compressor that stutters the changes so there is no smooth transition. You may have to play with some guitar pedal effects or bass pedals to get this if you want a quick way in as opposed to an expensive vocal set-up. As long as it has a 1/4" plug, ya can make something work..lol.

I totally agree with you on that, cause that is what I thought as well, but there is alot of other stuff happening as well...
