Forget it. This is a tweak from the past. You definitely don't want to do this on current mainboards / PCs, it's either useless or even counterproductive.
The reason is the so called APIC (Advanced Programmable Interrupt Controller), which will allow e.g. for more interrupts. Only an ACPI installation will support this.

As far as the swap file is concerned, it's good to keep it at a fixed size.

I took the advise of the musicxp.net site and set my paging file as

min: 1.5x my amount of ram
max: 2x my amount of ram

Is this bad?

Are the tips on this site a bit outdated? Is there a better site?

Choose a user-defined size and set min. and max. size to the same value. This will prevent Windows from fiddling with the swap file in the background.

It all depends on the amount of ram in your system to begin with.

What are you concerns that you are trying to tweak?

I have a default xp installation and only turned of a few services. I'm getting on avg 30 plug ins per session and only using about %50 of my cpu.
