My amp plays a local station at a disturbing rate... is there anyway to solve this? only happened when I have my amp over at my moms place.

That's a real issue in my neck of the woods. We've got two 50K stations, one which actually used to be 500K - yes, song requests from England to Ohio. Story has it you could actually power your house from the tower if you lived close enough.
The grounding is more likely though. When my lady and I were looking at houses, we found more than one that featured "grounded" outlets throughout. A simple check w/ a multimeter showed that they were *not* grounded. Since we avoided this issue, I'm curious as to how to deal with it myself...

Is the house she has an older one? Typically, picking up RF on a guitar is a grounding issue. Either that or she's next door to a 50Kwatt AM superstation...
