When you close a programs in Win 7 is it totally closed or is it still occupying the OS or cache, like Firefox or a mail app? I ask this because I notice the first time I open a program it takes a while to load but once a program is opened, even though you close it, it loads up really fast the next time like its sitting in the background or cache.
Rebooting it seems to be the only way to completely close it (yes, no?)

Win7 (and Vista) have "Superfetch" installed as a service. What that does is keeps a list of your stuff that you access frequently, then keeps it close to the top of the cache for faster retrieval. If you were to stop using Firefox altogether, it would eventually be dropped by Superfetch, but still be in the pagefile, until it eventually got pushed out.
Some programs DO stay resident after X'ing them out, they are called "TSR", or "Terminate and Stay Resident." Use Task Manager (process list) to see if it goes away after X'ing it out.
And some stuff like anti-virus should be there all the time for obvious reasons.

I don't think it is occupying any ram but it might have a helper in the disk cache. Whatever it is, it is not an active resident.
