I am assuming he means speaker wires. If that is the case you will need to feed an amp or stereo system from your interface, to 'power' the speakers. Depending on the interface, it may be sending more voltage than the consumer grade stereo can handle. Assuming that you want to use cheap speakers as monitors, I would guess that the stereo may not be of high quality either so use at your own risk of damage. An actual power amp will be better suited if you have one around. Otherwise you will be better off just purchasing powered monitors.
I suppose since you mentioned the RCA connectors, that your interface has this type of output and is probably designed for hookup to a stereo receiver. Go that route until you can afford some real monitors.

Power=amplify. You need something between your interface and those speakers that will amplify the line signal to power the speakers. An amplifier requires electrical current. The speakers do not, well...sort of. That's a detail not to worry about right now.

You will have to give us more information about the system. For example, what is the "naked cable"?
