I dont believe so. Whatever you run through your outboard gear is going to have to run back into your audio interface hence using up inputs.

I plan on using a LynxTwo B along with a Kurzweil Rumour and Mangler. I would like to use them as plugs WHILE I am actually recording on 2 channels. Does that mean I would need 4 channels of A/D and D/A? Or are there other options I could use to connect the Rumour and Mangler, like all-digital for example.

This all depends on what sound card you have. If your sound card (the lynx in this case) has a digital input and the outboard device has a digital out then you can patch your outboard device into the digital while keeping whatever you have patched into the analog ins. And allow me to give you some advice on using effects while recording: Its better to record a signal with no processing because once its recorded like that you cant change anything. I recommend you record things fairly dry (vocals may need some slight compression/limiting to keep the peaks at bay). Then add any effect you want after the fact. If you dont like the reverb after everything is mixed you can simply change it without having to re-record things again.

Is there another card (like an RME) with digital I/O that I could piggyback with the Lynx? I know there is a 4-in 4-out Lynx Two, but I need the 6 outs of the B model. I'm just trying to not have to buy two Lynx Two's right off the bat.

Honestly there are many great software plugins available today that you can safely skip the outboard effects racks altogether. I see you want the kurzweil reverb rack. Waves and TC Native (to name a few) make good reverb plugins and you wont have to worry about wasting inputs on your soundcard.
