You really still have a PC with ISA slots? If so, you can pick up an ISA interface card and cable on Ebay. Otherwise I would get a USB to RS422 adapter and use a modern PC.
Do you have the automation software for the TMD 4000? The original version of that only ran under Win98, and I don't know whether there has ever been an XP version.
