Editing three tracks that are synced

I was wondering. Is there any kind of freeware that will help me edit drums? Heres what I'm doing.(I use drumagog so that i can cut beats and not notice it) I have recorded drums for a new album. The drums are pretty well on time. But, theres places it gets of here and there.
Can i get by with a dual core setup for this application?
Am using E-MU E6400s and would like to have a dedicated PC to transfer and edit samples/presets to those units.
Possibly run a few soft synths on it as well. Not all at the same time though.
Audio would go to the main DAW PC in another rack.
Man am I on a role this week!

I'm looking for a digital recorder for use with dictation that allows for editing/insertion without the need to go to a computer. That is, I wish to be able to record something, then play it back, and at a point in the playback that I choose, press a button which allows me to insert a new section in the middle of the previous recording.
I'm trying to create a song entirely out of mellotron-samples, but every time I use the scissor tool on a sample to cut it down, I get a "knit"-sound, like you do on old vinyl records when they're spinning. Does anyone know how to fix this?
One of the big things that I haven't been able to figure out on Cubase 5 is how to easily edit live drums that aren't quite in time. For my drum tracks I usually have 8 different tracks that I am working with, and in order to fix timing issues, I have to edit each individual track.
I'm on a budget and am looking for a great audio/music editing program for my PC. Which would you choose? I'm just a beginner with recording and won't be doing a whole lot of it. I usually do live sound for events and outreaches. So, I don't really need anything top of the line. I know how to use Logic, but I don't have a Mac.
