Does anyone know of a plugin hum eliminator for cubase?
I know that Pro Tools has one, I think it's called the
Hum Detective. I tried Googling, but couldn't find anything.

Waves has a few plugins for cleaning up audio as part of the "Restoration Bundle", which also comes with other bundles as well. It has the Waves X-Click, X- Crackle, X-Hum, and X-Noise.
They work fairly well, depending on how poor your source quality was. I've used 'em with some success, although I can't say if it's any better or worse than the "Hum Detective" you mentioned.
