This speaker is rated for 250W. . would I risk breaking it or the amp if I put it in a 50W Ampeg bass combo?

You shouldn't have any problem with that provided the Ampeg ampl
You shouldn't have any problem with that provided the Ampeg amplifier is expecting to drive an 8 Ohm speaker. The replacement speaker is rated at 5 times the amplifier power, and Eminence are good units. Is this a BA112 cabinet you are wanting to put it in?
My only raised eyebrow comes from the question of why you need to do this. Did the original speaker give out in some way?
