trust me unless they ban his whole subnet he'll be back the next day.
banning his ip is a waste of time takes me about 2 seconds to change your ip if you even remotely have a clue.

Unfortunately, packrobottom is right; moreover, IPs on, say, cable modems change fairly often automaticaly.
