I have between $300-400 to spend on a mixer?
Suggestions as to the best options considering this particular price range?
Any help would be greatly appreciated.
It will be used both with my digi 002 rack and playing out with my band.

Check the used market / music stores / pawn shops for a used Mac
Check the used market / music stores / pawn shops for a used Mackie 1604. Be sure to get a newer vlz one that actuall has direct outs and sub group faders. The early ones are kind of hard to use.
As Gaff says $300 to $400 is not very much to spend on a mixer. Whatever you do, don't get a Beh*%#ger.

There are very few to no options in this price range for a decent good sounding mixer. They pretty much are all going to be about the same. I'd go with the Mackie 1202VLZ as it seems to have the most features and performance for the money. I've sure made good use of the one I own for sub mixing and other interface duties.
