What is this effect called

I'm just wondering if anyone knows what the effect on the guitar in the beginning before the whole band starts playing is called and how it's done. At first I thought it was a kind of flanger but maybe I'm wrong. It gives the riff a kind of speeding up vibe.

You could also do it by breaking up the guitar file into several smaller files/objects and apply EQ sculpting and envelope filter for each section. If you listen to it, you'll hear the EQ changes are very abrupt, on the down beat and not really the smoother sweep of a Wah.
