It doesn't happen on newer better quality snares. Are you confusing the natural detuning due to head stretch with the lug actually backing out? Its natural for a new head to detune.

If it is lugs backing out, try taking a small strand of cotton from a cotton ball and wrap the threads with it. Screw in and problem fixed.

I had an old Rogers Dynasonic that had this problem. I solved it by purchasing a package of plastic lug locks from my local music store.

Be forwarned they don't fit all lugs so a little shaving might be required to get them to fit larger lug heads

Hey I use to play with an old gretsch from the 60's and the lugs would never stay still. Check out the plastic lug locks and make sure that the head is seated properly on the drum before you tune it. I've had problems with heads pulling out of their collar because I rushed to throw a new head on and didn't seat the head properly on the drum.
