Pro Tools LE to Cubase SX3?

Hello I'm new to this, and hope you can help me out.
I have 2 questions.
1) How do I connect this. I have a Behringer (Yeah I know) SL3242 FX pro mixer, M-audio delta 1010 soundcard, Zoom RFX2000 Digital reverb and multi effect and Roland space echo 201. And a pentium4 computer with 600MB disk 1GB ram and Cubase sx2.
I use FL Studio 4.1 to create my music convert what ever tracks I have into wave files then export my tracks to Cubase to do a final mix down or to add vocals. That can become tedious. Is there a way to link the two programs together without going through what I've just explain and without buying Reasons. Thanks.

First off all I am trying to do is record decent quality hip hop vocals. All I could afford was a m-audio mobile pre usb and a Shure sm58. I will be using Cubase sx3 to record into. I have hardly any experience with recording using computers at all so I have a few questions that might seem dumb but if you guys could help me out that would be tight.

I'm a newbie and would really appreciate a little feedback, though I suspect I know the answer...
I have the onyx 1640 with the firewire running into the pc and I'm using cubase. Is there anyway to control the mix using the onyx instead of using the mouse and using the mixer in cubase?
Using the onyx firewire option I'm recording with cubase. After recording the track and vocals and getting a good mix, what should i do next to enhance the quality, or should i just export it to CD?
I'm putting together a recording studio to record drums for the most part (so I need 8 mic preamps at least), and I've pretty much decided that I'm going with the Mackie Onyx 1620 (about $700 US) as mixer, along with the M-Audio Firewire 1814 (about $430) as digital interface. Of course I'll need mics etc but I think I'm straight in that area.
Does anybody know why this could be occuring, or what I can do to prevent it.
You input would be greatly appreciated.
Did I make a mistake in switching from Cakewalk to Cubase?
I just upgraded from a Mobile Pre, and I have used Delta a few years old, and have never had a problem with this before. I can't monitor the plugins anymore. They are there during playback, but where are they whe I record. I looked in both manuals and I can't find anything... I am wondering if I have forgot to set something, or something I (obviously) don't know about?
