There are a lot of ways to get a similar sound. One way that I think this might have been done was to pick the strings behind the nut while muting the strings with your other hand. The length of the piece of string behind the nut will have a direct impact on the note that is produced when plucked.

From there, add some reverb, echo, and chorus effect. That's how I think they did it.
