Hello I've been working with idea of finding/building a guitar MID pedal but I don't exactly know where to start. I have been currently using a DL4 as a loop pedal, but I would love to find a way to use Ableton Live as a memory bank instead of the 14s playback offered from the DL4. I would also like this controller to be foot operated/slightly heavy duty. I'm thinking 5 Switches(all programmable) = 3 Banks for Arming tracks, 1 Start stop, and 1 for tap tempo. Unless there are better suggestions (like finding a second guitar player)

What is the connection here between your looper and Ableton Live
What is the connection here between your looper and Ableton Live? Your looper will max out at 14 seconds no matter what it's attached to. Or are you intending to use Ableton INSTEAD of the looper?
There are hundreds of Midi fx controllers for guitarists, google it and find something in your price range.
Personally, I don't like loads of junk between my guitar and amp, so in your situation, I would get a second guitarist.
