Any limiter will do it.

Making it louder without ruining it completely is the challenge...

Sure, get it Mastered by a good Mastering Engineer :) , the volume setting is part of the Mastering also.

Seriously, digital with great sound has its limits. I personally stay around -15dbfsrms and peaks of 0.5dbfs. Beyond -14rmsdbfs is when dimenishing returns usually begin. You can sound like crap or you can sound good. Find the limit that sounds natural and stay within it.

Peak limiting and mild compression is like salt and pepper, too much ruins the flavor.
