I'm looking to find some advice on the best live mixer money can buy for $1200 or less. I have someone looking for one. I was thinking Allen & Heath or Soundcraft, but have no live experience on either of these companies boards.

This is what is necessary:

Analog (digital is probably way out of this price range)
16 channels
Minimum of 4 Aux sends
Desk top, not rack mount
The more features the better (48v on individual channels, individual aux send mutes, solos, groups, etc... you know)

Needs decent preamps on it too. Any suggestions (other than Beh84#!*er)?

In my opinion these are all very respectable live mixers within the budget (with a couple hundred bucks leftover for a road case).

Ramsa is another great (dark horse) choice.
Used Soundcrafts are everywhere in Canada (Vancouver). Its all we used and they were very solid road boards in heavy smoke filled bars. I'd call Bryon @ AnnexPro in Vancouver BC and I bet he'll know someone who has something perfect for you. He connects the dots like no one else in BC. Good luck.
