Basically they can let you know how one can go about recording songs that are owned by someone else.

There is a copyright for the recording as well as the song you cant sample it without permission of the publisher/record company.

Actually, I think the original poster wants to do something really whack, totally bizarre....like, use musical instruments 'n stuff to actually recreate the part note-for-note.

Imaginge the conceit of these so-called musicians in penguin suits...they should just forget that crap and hire a REAL creative professional...a turntablist.

Being that you are copying and "arrangement"...this arrangement must be of a song, right? So then, it reverts back to the issue of covering that song. The song and it's original arrangement are copywriten in the original work. To cover the song (and thus the arrangement, which seems important to you) you still must get permission and pay a fee; such as with the Harry Fox Agency.

You can buy the arrangement from Don Sebesky he sells xeroxes of unpublished scores to students I Know him but you still have to pay the publisher/record company to record it.
