It depends on which version of CEP you're using. Versions before CEP2 did not have real-time effects, so it didn't have the flexibility of today's apps. The built-in compression is pretty transparent, so you might want to get some third-party compression plugs to use if you're wanting to add some color. I think CEP2 did not yet support VST either - not sure about that one. You might need to use a VST Wrapper if you want to use VST effects with it.

Cool Edit, Cool Edit Pro, Adobe Audition in any flavor is a fabulous program to use for voiceovers. In fact, some of its resident on board DSP processing is superior to what comes bundled with Pro tools LE.

I do all of my voice over commercial work in Adobe Audition 1.5. Quite user intuitive. You don't really need real-time effects even though CEP 2 and Adobe Audition can provide that. Record your spot and then do your postproduction afterwords rendering out to your finished file that you will burn to a CD and deliver to your client.

If you require real-time because you are utilizing ISDN phone lines with live MP3 coding for real-time delivery, you need something else.

Perhaps if you were to give us a little more of an idea of what you want to attempt??

Thanks for your input it really helped. You pretty much answered my question. I was just curious if the processing that came with the program was good enough for professional quality VO work. I was hoping to not have to use any outboard gear or find and download any VST plugins. This wouldn't be used for ISDN or anything, just record, edit, and export. Thanks again!
