I am seeking advice on what piece of gear to buy next. I would like to know if I should buy a pre-amp or a new mic? Here is a list of gear I own and have access to:

My computers:
- HP Pavillion a6242n with a Echo Audio - Gina3G as the audio interface
- Apple Mac Book Pro with a Apogee - One as the audio interface

My mics:
- (2) CAD cm217

Mics that I can borrow from friends:
- sm58
- sm57
- Shure small diaphragm condenser

The pieces of gear I am deciding between(budget= ~$100):
- ART Tube PAC
- ART Tube MP
- Sterling Audio ST51
- Audio-Technica AT2020
- if I buy one of the preamps I would replace the tubes… so if anyone has any suggestions on what tubes to buy?

I want to record mostly vocals… maybe even some barbershop tags

I doubt that any of those is going to be an improvement on what you already have. Unless you absolutely need another preamp, don't bother. If you do need another preamp, you won't get much of one for under $700. There are very few budget preamps worth the money for under $500. At any rate you can pretty well ignore the tube in any sub $700 preamp. In all likeliness, the tube is just a gimmick. These are solid state preamps with the tube being merely to add mild distortion. Go ahead the preamp if you need it but don't worry about it having a tube.
